"can I transfer my license/driving experience or do I have to start all over again".

    No you can't, Beau.

Once you can show proof you have established WV residency you will then have the ability to apply for a WV state issued license.  Licenses and permits do not "transfer" from other counties to any US state.

Yes.  Start by calling or visiting the W.V. DMV

You need to start all over again.

The word is immigrated.  This makes me wonder ...

Dude, this is West Virginia, not the Outback. Don't you think West Virginia wants those fees? Obviously, you can drive. So, go into the Motor Vehicle close to you, with a licensed (insured) driver & apply for a license. End of story.

How hard is it to take them both again if you have to?  Afraid you would fail?
