Is this a rude thing to say after someone rejects something?

Person A belongs to a club and is keeping little ribbons in a ziplock bag, ready to sell them for a dollar each to support for cancer. Person A walks past Person B who's sitting down and asks, "Would you like to buy a ribbon to support for cancer?" Person B replies, "No, thank you." Person A says, "Well, let's see if you get cancer" and then walks away.

Was Person A's statement rude?

Yes Person A's statement was absolutely rude. They gave Person B a choice on whether or not they wanted to buy a ribbon and Person B politely declined. Person A is wrong for making the other feel bad about their choice and even more wrong for their choice of words.

Yes rude and the wrong person for the job.

I volunteered for animal day and I did not say anything. People decided themselves whether or not to put coins in the box. That was when I spoke to offer them a sticker and to say thank you.

Of course it's rude and inappropriate.  Person A shouldn't be allowed in public.

Person A needs a check up from the neck up. If you are going to sell something you can’t take rejection personally. After all, person B might have otherwise later decided to support this charity. A not only represented his or her self but the entire charity. 

Also B’s reasons were completely justified. How do we the charity is legitimate? What if B already supports cancer charities or another important cause and that is all he or she can spend? B might volunteer at a soup kitchen 5 days a week for all A knows!

Until A has their head right, they should not be representing anyone.

It is rude and not at all the right response. Much better to accept the refusal politely 

if you want to make Person B feel like a total heel.

When expectation is not met, there can be anger and frustration.  Person B was not under any obligation to buy a ribbon and it would seem Person A simply expects/assumes people will buy a ribbon because of the cause.  This statement is a manifestation of anger/annoyance/perhaps resentment.
