Is it possible to find out where a restricted call came from?

I want to find out, not just the number, but possibly, the location or person.

At best that would be extremely difficult.
In practical terms it is simply not going to happen.

The software (SS7) used by the Bell Companies records the number of the inbound call. Though it may not appear on your CallerID, it is in fact recorded by the software. You will need a subpoena to get it.
