will the potatoes in my slow cooker cook if they aren't completely submerged in the liquid...they are maybe halfway covered?

Above the layer of (probably) slightly simmering liquid is steam.Anything poking out will be fully cooked by the liquid and the steam.No worries imo.

Some of the other answers are wrong. When cooking in a crockpot, do Not take the cover off the pot during operation-too much heat will escape and is may take as much as 45 minutes for the pot to heat back up. If you need to add other ingredients at some point, fine, do not keep taking the top off to stir.
A half submerged potato will still cook through. Remember that the pot cooks And steams at the same time, so it doesn't matter if they are only half submerged.
However, all that being said, potatoes in a crock pot will turn to mush if placed into the pot at the beginning, so you may want to add them about halfway thorough if you want them to keep their shape.

Your slow cooker will have a lid, the steam build up inside the 'pot' will cook the potatoes.
You could always add a little more liquid / stock if you like / have room for it.

The potatoes will not fully cook if only half covered in liquid. Stir the potatoes a few times during the cooking process, so that the potatoes cook evenly.

Yes. They will steam.
If you're cooking on low, you might want to give them a stir just to be sure.
