Driveway sand mounds ?

Numerous sand mounds, all roughly the same size, have appeared on the side of my driveway. The hole visible in the picture is also the same size in all the mounds. I’ve used ant gel and gopher pellets and neither works. No ants are visible around the mounds, but there are these large locust/hornet like insects flying around the mounds consistently. What kind of pest is responsible for these mounds?

    We have potter's wasps in our yard, they nest in the ground and make these cute little mud pots for their larvae to develop. Not a problem, they feed on nectar and are good pollinators.  Leave it alone.

    Flying ants ,  get special chemicals for them

    where do you live ??  We get 'California root-borer beetles' that dig their way OUT of the ground here in Arizona ...............Like 3" long ..........
