If a person has mass m kg, they have a weight of mg Newtons
so, with g = 9.79, we have 71.8 x 9.79 = 702.922 N
and with g = 9.82, we have 71.8 x 9.82 = 705.076 N
Difference is 705.076 - 702.922 = 2.154 N
so, 2.15 N in context of the question.

on a scale in kg
difference in kg = (71.8*9.82/9.79)-71.8 = 0.22 kg
on a scale in N
difference in N = 0.22*9.805 = 2.16 N

Difference in weight is
71.8kg * (9.82 - 9.79)m/s² = 2.15 N
There is no change in the mass -- still 71.8 kg.
