Is it possible for the average cost of living to ever go down or stabilize and still have wages go up at the same time?

As people flee the major cities you can probably expect housing prices to go down and if that exodus gets too big you might find employers in these places having to pay premiums just to get workers to live there. But of course this depends on what kinds of jobs you're trained to do. We'll always have a glut of unskilled workers so it'll be those with real marketable skills who do better. If you're a waiter or barista it's probably time time to enroll in trade school. The world will always need plumbers and medical techs.

Yes, if there are improvements in technology and/or productivity.  Look at computers, cell phones, flat-screen TVs, etc.
