do you believe that the racial ancestry or ethnic background of an individual human being is a major determining factor in that individual human beings cognitive capability or IQ?

why or why not?

    Obviously not, given that there have been great scientists and other brilliant people from many different ethnic and racial backgrounds. It is certainly true that in the past, and sadly sometimes in the present, such brilliant people are discriminated against by ignorant bigots, because of such ethnicity or race.

    No.  There are brilliant people of every race.  There are idiots of every race.

    Busing resulted from Brown Vs. Board of Education, in which Plaintiff's attorney, Thurgood Marshall (later SCOTUS chief justice) won his point that separate is necessarily unequal.  According to the Brookings website, below, governments could only afford to bus 50% of disadvantaged kids.  They had to endure waiting for the bus and riding long distances on the bus, which other kids didn't have to do.  When they arrived, they felt more comfortable in self-segregation (grouped with their own minority).  Busing accentuated the racial differences rather than overcome them.  In large cities, like Los Angeles, there is an over-abundance of Spanish speakers only, yet, because of desegregation laws, they can't form a Spanish only school.  Elementary school teachers have to teach in 7 different languages, and wave their hands a lot.  Schools are often forced to teach Black history (excluding almost all real history).  So, they teach about the Back to Africa movement of Marcus Garvey, but they no longer have time to learn who the president of the United States was, and why he made various decision.  According to the Rachel Dolezal wikipedia article, the head of the NAACP was a woman with blue eyes, straight blonde hair, and a Caucasian, but to get and keep her job, she dyed her skin Black, kinked and dyed her hair black, and told phony tales of racial attacks when she was a poor Black girl.  Some were offended by her wearing Black Face

    (like an old vaudevillian).  The Chalkbeat website showed Louisiana's test score data confirmed that minority scores improved in better schools.  Schools offer a hand up, not a hand out (they can improve themselves if they work hard).

    Only in regard to whether that particular race or ethnicity has been repressed limiting an individuals access to higher/better learning.

    Rage/ethnicity in and of it's self is not a limiting factor of one's cognitive ability or IQ.

    Heck no.  It has more to do with cultural upbringing and opportunity.  It has been proven over and over again that children from families who are well off will do better on average in school.  That is not always the case, but usually.  You can take a kid from the ghetto and put them in a nice upper class neighborhood and school, and they will perform better than they did in their old school, and this has been proven.

    Some cultures push education more than others such as the Japanese.  It is not that they have a greater capacity, it is that their parents push them harder just as their parents pushed them.  Countries which never had the opportunity at a formal western education, never pushed it on their children when the opportunities came up either.  I worked withe a girl from a country in western Europe who moved here in the 70's, and her father never saw a need for any higher than a grade 8 education, because the rural area where he was from, that was all that was needed.The German culture seems to push science and engineering more, and it shows in their population, whether they were ethnic Germans, or some other ethnic group. 

    As parts of India has become better off, they too have been pushing science and engineering, which is why we get so many high tech Indian immigrants.

    It is all about breaking from the parts of the culture which holds people back, whether it is upbringing, or access to quality education.

    Oh, don't get the Americans started on racism. They are still in the dark ages, sorting everyones worth out by color.
