Why can't other car companies make good electric cars like Tesla?

The problem is cost, and the fact many people still do not want them.  At the moment it is a niche market.  The Teslas are good performing cars as long as nothing goes wrong and I have seen youtube videos of Teslas that did not go at all the the problems people had getting them fixed.

Tesla has shown the world what can be achieved with EVs but some of the companies you mention are more interested in developing hydrogen cell cars which can be refueled in a couple minutes instead of you having to park at a recharge station and hope a recharger is free then go away for 3 or 4 hours while it recharges.

    Federal Laws.

GM had a great car and system in California until the Oil/Gas Industry leaned on them.

The General Motors EV1 was an electric car produced and leased by General Motors from 1996 to 1999. It was the first mass-produced and purpose-designed electric vehicle of the modern era from a major automaker and the first GM car designed to be an electric vehicle from the outset.
