Why aren’t there many Mexican NBA players?
Either in the NBA or Many major basketball teams in Mexico or Latin America. While height is not all there is to it, some are tall. So why not?

Mexico just doesn't produce basketball players, as kids grow up on different sports. Same reason Mexico doesn't produce good NFL players.

It's a lot easier to become a pro baseball or soccer player than an NBA player.

Because kids grow up playing soccer in Mexico rather than basketball.

Soccer is a bigger sport than basketball in Mexico. Even baseball is more popular. Good players need a lot of practice, and if a sport is not popular then kids won't play it.

First, understand that there are only 450 NBA players on active rosters. They represent the top professional players in the world. To get there you need to be very special. To reach that level you need to be competing at a high level from the time you're in you're early teens.
To produce a "one in a million" talent, you need a pool of a million players. Basketball simply is not popular enough across all age groups in Latin America to generate that pool. The best youth athletes in most of those countries are still being steered towards soccer and baseball.
