For the same reason that many tens of millions have no safe drinking water, insecure food supplies (if they can afford them), inadequate medical services, poor or almost non existent housing, armies running all over where they live not caring who they kill, etc.

Because they live in parts of the world that have not been wired due to sparse populations or remote location. Most of these people are in communist China.

Partly because for some it just isn't a priority. If you don't have a blender why would you want electricity?
I know this seems really important but it's actually just another wringing of hands first world problem. Electricity is spreading across the globe at it's own pace, as it is needed, wanted, and possible. It's not a "cause".

A lot of countries are poor and they just don't have the money to generate electricity or and/or to build the transmission wires. Electricity was only invented in the 20th century. Before that humans have been living without it for 200,000 years.
