If the lone pair on nitrogen is in a sp2 hybridized orbital it protrudes out of the ring perpendicular to the Pi-bond system. As in pyridine.
For delocalisation the electrons need to be present in some orbital(hybridized or not) parallel to the other Pi bonding orbitals. That is how the overlap of orbitals takes place to give delocalisation.
