Children are NEVER paid child support. It always is paid to the custodial parent. No accountability is required for how the money is spent. Generally the custodial parent gets a welfare check from Child Protective Services and the non-custodial parent is charged to repay that money back to welfare. CPS does this mainly to justify their existence and no agency works harder to break up families to keep this going.

The mother.  I am middle aged and my father is still paying child support to my mom for all of the years he slacked.

The Custodial Parent receives the money until the balance is paid in full.

Usually that would be the custodial guardian who already laid out the money to raise the child. The back paid child support would be to remunerate that person. But if you have a good relationship with this person maybe they'll share some of it with you ;-)

Whoever had custody  and was ordered to receive child support.

If you are thinking you would get it. That is wrong, you won't

You mean arrears?   There is no "back child support".

Arrears are owed to the custodial parent

The person who had care of the chid while he was a minor.

    The Parent, not the child.

Child support should be paid to the person named in the court order.  I hope you aren't suggesting that it should be paid to the now over 18 child.
