Note that you have to make an extra allowance for steep mountain sides, and the fact that paper covering the ocean would quickly get soggy and thus break up.
Oceans cover about 70% of the Earth's surface.

Use this formula to get the surface area of the earth: Area = 4 times Pi times Radius squared, or A=4*Pi*R^2
You get to look up the diameter of the earth and divide by 2 to get the radius, and you get to measure the size of the paper. Convert both numbers to the same format, typically square meters or feet (depending where on earth you are), and divide.
Number of sheets of paper = Area / area of a single sheet of a4.
