is it true that a big part of Tesla's "profits" have been from "Green Energy Bill" passed by Congress to pay lots of money to Tesla?

this is "Corporate Socialism"? or "Corporate Welfare Handouts to Rich people"?

Update:

Elon  Musk is not ever going to move out of California...since California is paying his company so much due to this "Green Energy" scheme. Texas sure isnt going to do that? so what was the purpose of his bluff about moving Tesla out of CA?

No.  Tesla reported its first-ever operating profit of $0.50/share in Q2 2020. Government subsidies, if they exist, are not considered part of operating profit. They might offset costs.
