    3/5 ths compromise was used to count residents who had no legal path to citizenship for the purpose of sering how many congressional representatives a state should have, AND SHOULD BE APPLIED TO ILLEGAL ALIENS IN THE 21st century.

    The Great Compromise created a system for proportional representation in the House of Representatives, while maintaining equal representation in the Senate.

    The Three-Fifths Compromise allowed the government to count slaves as partial people.  Slaves were counted as three-fifths of a human being for the purpose of taxation and representation in Congress. 

     The U.S. Constitution was ratified by the minimum of nine states required on June 21, 1788.
