Since Tibet’s summer is not hot due to its high altitude, even though its latitude is pretty low?

but then why is Tibet’s winter still colder than Tibet’s summer

In this case, does the solar angles difference still play an important role

    Tibet is in the same latitude as Florida and Texas, etc.

    Because insolation, even at the latitude of Tibet, is significantly lower in winter. There is high altitude and little cloud cover so nights are going to be cold. However, in the south east and some of the valleys the climate is much more temperate. Also there is no nearby ocean heat store to act as a moderating influence.
