can I replace 235/70R16 tire to 235/55R19?

    The replacement tires are a lower profile than the original ones, and without changing the rims to go with them, they're not going to work.

    You need to measure total height .  The first tire is 2(235 x .7 mm high) + 16 inch.   That comes out to 2(164.5 mm) + 16 inches.    2(164.5 mm) = 2(6.47)  inches +  the rim for a total of close to 29 inches height.   The second tire is 2(235 x .55) + 19 high.   That comes out to 2( 129 mm.)   2(129 mm) = 2(5.07) inches for a total of 29.14 inches.   Close enough in height and the width is the same.   The problem is you may not be able to find rims that narrow.   You may find the rim is too wide for that 235 size tire.

    Nope.  The most important number of those three is the last one.  That's the diameter of the wheel, so it has to match exactly or it won't fit.

    Nominal width / diameter:

    235/70R16 : 9.25" wide, 29" diameter.

    235/55R19 : 9.25" wide, 29.2" diameter.

    Will work, ** IF ** you have new wheels with the correct bolt holes and offset.
