Can you pay a security deposit for a apartment with a debit card?

Apartments don't have debit cards. People do.

not the place i used to rent from, they are still living in the 18th century and want either a check or cash

There is no universal answer to that but many landlords do not take debit at all. Some of the big ones might but most of the smaller ones probably will not. If they do or not is 100% up to each indivudual landlord. You have to call the one in question and ask THEM!
