I asked the clerk for her definition of qualified.
She said well somebody is qualified for a job usually if they have a driver's license, a high school diploma or a college degree or trade school diploma and a license or certification to perform a skilled job.
In response, I told her that such is a common definition..
The problem is that none of those things make a person "qualified"..
The reason they don't make a job applicant qualified, is because the ADA is a racial civil rights model imposed onto the disabled.
And that is part of what my desire for a disabled civil rights act aims to change.
