Is the following sentence grammatically correct?
Before he goes to sleep, he always reviews if the stove is turn off, he thinks it is important, on the other hand, his house can be on fire.

No. It is a run-on of a few sentences, at the minimum. Also, some words are wrong or questionable. For example, reviews does not seem as good as checks or looks to see and turn off should be off or turned off.

Before he goes to bed, he always checks that the stove is turned off. He thinks it's important, as otherwise his house could go on fire.
"Review" is totally wrong in this context. So is "on the other hand".

That sentence is nowhere near normal English.
"Before he goes to bed he always checks that the stove is turned off. He knows it is important, since otherwise the house might catch fire."
It must be 'Before he goes to bed.....'. How can he check the stove when he is already in bed expecting to go to sleep? Note that 'review' is not the right word in that domestic setting.
Note that, at least in Britain, the word 'stove' is very rarely used these days; almost everybody says 'cooker' if it is a single appliance, or 'hob 'and 'oven' if those two items are separate - which is the case in many British kitchens today.
Await answers from Americans about how they describe their kitchen appliances.

Better would be: Before he goes to sleep, he always wonders if the stove is turned off. He thinks it is important because his house could catch on fire. (this way, the words and phrases are more natural and easily understood)

No, but it is understandable. Better would be:
"Before he goes to sleep, he always checks if the stove is turned off because he doesn't want to risk it setting his house on fire."
