Depends on the situation. For the most part it is rude and spiteful to do so. Besides, actions speak louder than words.

I think that it depends as some people may be ultra-sensitive about someone telling him or her that the other doesn't "like" him or her. As another respondent mentioned, "actions speak louder than words," such as not having contact with the individual.

You can do that, by just ignoring that person, have nothing to do with them.
