Whatever their physician recommends. Someone with health issues needs to check with their doctor, and not take advice from strangers online whose credentials they cannot know. For a beginner without health issues, 20-30 mins (depending on the type of workout and the intensity) is a reasonable place to start. If 20 mins feels like too much for the beginner (with no health issues) then backing off to 15 mins would be okay. There should be no need to workout less than that to start out.
