why does it take Fescue seeds so long to germinate?  what is happening during the meantime?

2 weeks of watering every day,,,only gives about half germination, why?

Update:

meaning I bet there is at least another half of the seeds that are still waiting to germinate, but is this normal? why?

    The germs for germination are playing poker so it takes extra long to kick out the LOSER.(which you then see as the green)
