This person has literally had decades to learn English! Apparently, this person is not an immigrant from an English-speaking country, educated in English, & therefore exempt, either. Check off the exemption box on the form.

How could you have spent 20 years in the US without learning to speak American?  When you fill out the N-400 form you just tick the box saying you have an exemption.  I was exempt because I am English and did this a couple of years ago.  But you are not exempt from the Civics test which is conducted in English although you will be able to bring an interpreter with you at your cost.
