Why do some people associate modern Russia with the hammer and sickle and Soviet symbolism?

The Russian Federation doesn't use the hammer and sickle, and doesn't follow Soviet communist ideology. 

That was the Russian Soviet Federative Socialist Republic (RSFSR) of the Union of Soviet Socialist Republics (USSR), neither of which exist anymore, and haven't since 1991. 

You see this confusion in Russiagate propaganda for instance.

    If you're talking about Americans it's because our schools don't teach much about geopolitical history anymore.

    Because many people are ignorant about Russia, the Soviet Union and about politics. They have been brainwashed by their schools, media and government along with not being educated  fully.

    Though Russia is no longer socialist there is still a lot of communists. Putin was KGB back in the day.
