Do I have to replace my bumper when my splash guard falls off (2015 Prius)?

My front splash guard has fallen off before, but my dad managed to fix it before it got too bad. This time, though, it got really badly damaged because it continually came off while I was on the freeway. For a quick fix, I used duct tape, but it never lasted more than an hour. I brought it into the dealership today and they told me I needed to replace the front splash guard AND the entire front bumper. It looks completely fine to me, but they said any splash guard they put on would keep falling off because of the bumper. I’ve never been in an accident, the only reason the splash guard is off is because I sometimes park too close to the curb/cement block. I have no idea what to do because it is EXTREMELY expensive and I’m a college student who can’t afford it.

    Leave the splash guard off and drive it the way it is.

    well fix it yourself or take it off completely. it can't be that hard.
