Why are bullies considered to be cowards?

with the help and connivance of the teaching unions they thrive in schools where they pick on the weakest targets, if a bullied victim fights back they usually get into more trouble than the bully , even in the NFL, NHL, NCAA etc a player gets a more severe penalty for " retaliation" than the guy who originally committed a foul, even if it would constitute criminal assault out on the street

Just punch one out and you will find out.

Most of the bullies one has met will never challenge anyone whom they know can whip them in a real fight.

Only people low in self-esteem feel a need to bully anyone. Strong people don't have any need to "prove" themselves. Rather they prefer to protect than to attack. Bullies tend to go in groups, or at least want to be thought of as strong, to be feared rather than respected.

Old thinking from the 1950's. Bullies are mentally sick, crazy people, many do drugs, and weed.

Because they don't pick on someone who can stop them.
