Can a quote be lovable. I mean can I say "It's a lovable quote" or "It's a lovable message"?

Yes, you could love a quote or a message, and thus it would have to be loveable (by definition), but I doubt that "Loveable" is the actual word you want to use. the message is adorable, or the message makes me melt with love, or something else rather than the message is lovable (and perhaps I still hate it despite being possible to love). You would not use lovable to describe how the message makes you feel.

Cute would be a better word than lovable.

You can say either of those things. But it would be better to say "lovely" instead of "lovable".
