Since "bombast" and "bombastic" refer to overblown speech or writing, no classical music piece can be bombastic. Perhaps you mean which pieces are the noisiest. There's plenty of candidates for that.

Mussorgsky - "Great Gate at Kiev" from Pictures at an Exhibition. Originally for piano, it was orchestrated. there are countless other works that would compete for the same spot - big Richard Strauss works, lots of Russian things, and of course the whole steaming pile of movie scores, written in the same style.
