Is it illegal to ride a bicycle in an empty parking garage?
Obviously not when it's crowded/busy. I like it because it's quiet, less motorists, and it's out of the elements.

It can be. Are you legally allowed to be there? You didn't say, and that's the answer to your question.
If the parking garage is part of your legal residence, you shouldn't have a problem. If you have permission to ride there from the owner / manager / legal occupant of the property, you won't have a problem. Most parking garages are private property, and private property (even if open to the public) means the owner / manager gets to say who and what is or isn't allowed there.

It's private property so they could throw you out if they wanted.

That depends on the type of bike. Is it an exercise bike, tricycle, Big Wheel™, motorcycle, tandem?

It's private property and people are only admitted on particular terms and conditions. Your behaviour is not covered, so you are trespassing.
