With the stock Chrome os maybe for light web browsing but not much else.

If you install the Linux beta or a different Linux distro could be more useful depending on the hardware specs.

Depends on your use case, internet access & your trust in Google.

If you're generally a casual PC user, being defined as general web surfing (Facebook, Twitter or other common websites), streaming media (YouTube, Netflix, Spotify, ect.) light office work & common tasks (word processing, spreadsheets, slideshows)...  a Chromebook would be a reasonable fit.

If you're planning on gaming, doing video or image editing OR generally anything that requires local storage or more local processing, a Chromebook wouldn't work out as well.

Chromebooks tends to have fairly weak processors & small local storage as it's generally geared to offload most of the processor heavier stuff to Google's servers or the web server you're connecting to.  Chrome OS is also geared to be lightweight, so it doesn't require a lot of RAM or processing power, so they start up quickly & act fairly responsive.  HOWEVER, with Google's own proprietary OS, what you can run on Chromebooks can be a bit limited, although they have added Android app support.  With online storage support w/ Google Drive (& most Chromebooks offer extra storage space for a year or two), offline storage is generally limited to 32 GB's.

If you're not planning on doing a lot with your computer & just need something to get you online, it's a viable option to consider.

The only advantages of a Chromebook is cost and size. Otherwise, everything it can do, you can do it with a PC but not everything you can do on a PC, you can't with a Chromebook.
