Do the consequences of lockdowns (eg mental health problems, loss of jobs) 'outway' Not having lockdowns ?

Lockdowns for the aged and unwell make all kinds of sense. Locking down people who in all likelihood would survive COVID-19 (and then contribute to herd immunity) probably wasn't the best decision.

No, because those same consequences are also consequences of not having lockdowns. The difference is that without lockdowns, there are mental health problems from fear of death in addition to the mental health problems that would have happened with the lockdowns.
