How does "over minus" prescription make a nearsighted persons vision better than 20/20?

Eye doctors will usually prescribe glasses to make a nearsighted patients vision plano...which will be 20/20. How does making the eyes more minus (over prescription) make vision better, and create the ability to see 20/15 or 20/10? By what mechanism, if the eye is already 20/20 and plano with their glasses on?

It does not. It may make things look smaller and darker but no more can be seen. Many people have 20/15 vision with best correction.
