Can a story be published out  if it’s written in pencil?

    It can be written in anything that will make a word on a page. But if it's going to be published it will have to be printed on a printing press unless there are so few copies that they can be made by hand and then it will be so expensive that very few people will buy it.

    Publishers will not consider handwritten manuscripts. In the days when they did, they required ink, not pencil, but those days ended between the two world wars.

    I would be quite surprised if more than ten percent of publishers consider manuscripts that are typed or printed on paper.Virtually all publishers strongly prefer manuscripts in digital form. They receive them via email, not regular mail, quickly and reliably.
