    Get an election map of the US . . . the blue states are the rude ones.

    Both Paris and New York City have that distinction.

    I would say that there are languages in which the concept of gratitude is expressed in other ways. Some languages literally have no words for "thank you", but body language is used instead.

    I'm not aware of any cultures in which the idea of being grateful is unknown.

    Yes, in countries where English is not the generally spoken language.

    Sure, in the cold hearts of every rude, privileged mfer whom think they're better  than common courtesies.

    Chances are many households across the world.  'Thank you' is expected but not always delivered.

    Sure. Some countries say merci, some countries say Спасибо вам.
