What if you request a ballot to mail in without being registered?

Will you not receive a ballot, or will you receive a ballot and be able to send it in but it would then not be counted?

You won't get one.  Have to be registered.

The Board of Elections send you a letter rejecting your request. At least that is what they are legally required to do in any state that doesn't allow same day registration.
