    The most powerful dictator would be Adolf Hitler because unlike other dictators that ruled mostly poor/backward countries, Hitler was the leader of the most educated and industrialized country in Europe.

    Depends how you define 'dictator'. Certainly Hitler is in the frame, but if you include absolute rulers of any sort then surely Genghis Khan is in the frame, and also the emperors of Japan before 1945, remembering that Japan, from the late 19th century, was an advanced nation whose naval fleet could trounce Russia's fleet in 1905.
