Do you understand the meaning of "theocracy"? Iran is a theocratic state and when the Taliban formed the government in Afghanistan it was a theocratic rule. To some extent Egypt has some theocratic elements. If you look at the US and some of the laws in the individual states there are theocratic elements.

I don't think you understand the word 'theocracy'. Neither Russia, under the Tsars, nor Libya under Gaddafi was a theocracy.
If you want to ask a serious question about history don't use a silly word like 'commies'.

Yes, but look what happened to Tsar Nicolas II and his family. Most of the rapid expansion of industry in Russia in the time of Nicolas came from foreign investment.
Could you truly call Libya under Ghaddafi a theocracy? And again, look what happened to Ghaddafi.
Iran is a theocracy. Afghanistan under the Taliban had elements of a theocracy. Japan up to 1945 was, at least in theory, a theocracy because the emperor was regarded as a god. Japan did nasty things in China in the 1930s.
It is utterly pointless noting the relative values of the rouble and the US dollar before WW1. All major currencies in the world have undergone several upheavals since those times.
