Some were already in Russia during the years of the Roman Empire, but a huge number of Jews were invited into Russia by empress Catherine the Great in the late 18th and early 19th century because she thought they would help Russia grow a mercantile society and a solid middle class.  (Most anti-Semites do not know this.)
