In general, are the highlands in higher latitudes still colder than the highlands in the lower latitudes ?

    yes;The tropopause height is lower over higher latitudes.This indicates that the highlands over higher latitudes will be colder.

    What do you think? Air temperatures are controlled primarily by altitude, latitude, and the effects of air and water currents (foehns [Chinooks] and the Gulf Stream are examples).

    In general, yes.  But there are exceptions.
