No. Most users enjoy flying them and to see views of familiar places they’d otherwise never be able to see unless they were abseiling or using a helicopter. 

Responsible owners also know about UK laws which set strict limits about how far from other people, homes and other buildings they must be flown, and about the height and distance limits from the operator.

Not just to spy but they can be used to spy on people, agencies like CSIS and even the CSE (formerly CSEC) use drones
