Should every state have the procedure for counting presidential votes?

It seems a little ridiculous that states in the same time zone count votes at much different rates. All the money our government waste, seems like it should be easy to hire enough workers to make sure voting in done and counted in a timely manner.

    According to the U.S. Constitution, states are responsible for administering their own elections.  Until that changes, there will be no universal procedures.
