Can youtube randomly report and flag videos or does someone to flag the video 1st ?

YouTube is a website, not a person. the flagging is for users to report.

Most often someone flags the video for them.  But youtube (and all sites like that) have automated programs called "bots" that go through all the videos looking for certain things and flag them.  So youtube can be the one that flags your video.

They have a computer program that does that within about an hour of posting.  It’s automatic. My wedding video got flagged for copyright infringement because of some 100+ year old hymns.
