Trailer Plate in Michigan?

In the state of Michigan, a trailer license plate is permanent, you pay a set fee based on trailer weight. If it’s over a certain weight you must also title it. Let’s use a trailer for a jet ski as an example, really lightweight. If you have multiple jet skis, what’s stopping you from sharing one plate between each jet ski? If the trailer is not titled, there’s no way they know what the plate is for. This is hypothetical. I don’t even own a trailer, let alone a jet ski. Just pointing out a loophole in the state’s system
