What should I put under my PC Tower sitting on the carpet floor to prevent dust from entering?
Should I get one of those wheelie stands or will a rectangle of wood do? Or are there some other neat things for it. My PC can't go on the desk it must be on the floor.

A panel/block of wood. Preferably varnished/treated.
My pc is on the carpet, but it has no intake on the base. I check and clean it regularly, and despite having a dusty room, actually very little makes it's way inside the case.
If you only have side, front and rear intake/outtakes you should be okay. But always check and clean regularly.

What has dust got to do with what it stands on? Open the case and blow it out every once in awhile.

Place the tower on any hard surface
at least the size of the bottom of the case.
There is no practical way to prevent dust from gettting inside the case
because it has ventilation openings that Must Not be blocked.
Every year or so, the tower should be opened
and the dust blown out with dry compressed air.
That means using an air compressor with an inline water trap.
So-called "canned air" is not powerful enough to do the job right.
