Should London go into tier 3 restrictions when England second lockdown is over?

No reason why it should if the infection rate is low. It was much lower than the north west before the lockdown began. It is still less restrictive than full lockdown as all shops remain open. Our office (as are many others) is letting everyone work from home until the new year anyway and those who need to travel away from London to be with their families have already gone and can work remotely. Expect it to be in Tier 2.

It depends entirely on what the infection / transmission rate is.
ie only those areas with higher rates should be in the higher tiers of restrictions.
