It was that time a long time ago. That's the way they do it in Lebanon, and their re-offence rate is extremely low.

Since DUI is a much more serious offence than driving without insurance, it’s hardly a deterrent if you can’t get insured but don’t care anyway.
In fact it’s worse for the victims, who have more trouble getting compensation.

Insurance companies will NOT insure people with a DUI. If they can find a company that will the insurance is VERY expensive. The good companies will not insurance anyone with a DUI or the policy will exclude them from driving. In other words if they drive the car they will not be covered.

A little harsh but there are certainly people who are repeat offenders, driving on suspended and revoked licenses for DWIs who kill (or before killing someon) and certainly deserve to never be near a vehicle again (prison for life).
