What is the strongest bicycle helmet?
Ideally as strong as a motorbike helmet

Any bicycle helmet with

and
e-bike logo
$90+ (I'd rate it for 15mph, e-bikes can go FASTER 20mph)

Moped/scooter/motorcycle helmet Half-shell or 3/4 (rated for faster speeds 35+mph) (heavier/larger, JUST AS EXPENSIVE, still works for purposes it's still a bike)

Helmets designed for downhill mountain biking give much better protection than normal cycle helmets, and are more or less lightweight motorcycle helmets.
However, they generally give less visibility and hearing , so could be less safe on a road.

That will be tricky.
There is a strict testing protocol to make sure that all approved helmets fulfil a certain level of protection. They’re tested to be ”good enough” basically. There is little-to-no testing to find out what a helmet provides past what’s required.
About the best you can do is to pick a full face, DH-rated helmet.
Or ride with a motorcycle helmet - if you can tolerate the weight and the heat. You’ll attract some strange looks, but it’d be entirely legal. And would get you what you want.

You will never find a bicycle helmet as strong as a motorcycle helmet...never in a million years. Why? They have to meet different safety standards. Motorcycles travel at much faster speeds. Plus, on a motorcycle, the rider isn't pedaling. He or she isn't exerting any energy to speak of other than operating the throttle, brakes and shifting gears.
Can you imagine a bicycle helmet with no flow thru ventilation? The rider would have a heat stroke. Much of the heat in a human body escapes through the head. All bicycle helmets must meet or exceed certain safety standards. https://helmets.org/standard.htm In other words...that $20 helmet from a discount store must meet the same safety standards as that $60 to $100 helmet at a bicycle shop. Now take a closeup look at those two helmets. Which one offers better ventilation? A discount store helmet might offer 10 openings. A better helmet will have at least 20 openings & be just as strong - if not stronger.

"Strongest" is not the right criterion if you are trying to find a helmet that will protect you. Rather, you want a helmet that dissipates the energy of your head striking the pavement. Helmets dissipate that energy through their own destruction. So any significant impact on the helmet will destroy it somewhat and make it less effective in a future impact, even if the damage is not obvious. The best way to have a long-lasting helmet is to avoid crashes!
