"3bb" means three big blinds, so if the bing blind was $6 a raise of 3bb would be a $18 raise.

blinds are 10/20 then a raise of 3bb would make the bet 80 NOT 60 which is really just a raise of 2bb. Some players will also vary the size of their raise depending on their position, raising more when UTG and less when in the cutoff or on the button.
